			<content:encoded><![CDATA[<p>Regardless of what SeaWorld decides as Tilikum&#8217;s long-term future, a conversation has started within the whale research and advocacy communities about what ought to be done with an orca linked to three human deaths.</p>
<p>Killer whale experts know the giant mammals to be highly intelligent and incredibly social beings. All of the authorities contacted by the Orlando Sentinel said they would rather see killer whales in their natural habitat — the earth&#8217;s oceans — than in tanks at an Orlando theme park.</p>
<p>One suggested that building a tank the size of Rhode Island wouldn&#8217;t be large enough for a six-ton male such as Tilikum, an animal capable of swimming 100 miles in a day</p>
<p>Re-introducing Tilikum to the wild would be costly, would include serious risks for the animal and would not guarantee his survival, they say.</p>
<p>Nonetheless, in the aftermath of veteran SeaWorld trainer Dawn Brancheau&#8217;s death this week, authorities such as Naomi Rose argue there is a moral obligation to release Tilikum.</p>
<p>&#8220;There is absolutely a risk in keeping him where he is,&#8221; said Naomi Rose, a marine-mammal scientist for the Humane Society of the United States. She predicted Tilikum will kill again if he remains in captivity.</p>
<p>&#8220;I will take bets on that and win,&#8221; Rose said. &#8220;Boredom, depression — these cause physical problems in human beings, chimpanzees and, believe me, killer whales.&#8221;</p>
<p>SeaWorld officials said Friday they intend to continue using Tilikum in performances. SeaWorld Parks &amp; Entertainment President Jim Atchison said removing him from shows &#8220;would be a shame.&#8221; The orca&#8217;s participation in shows is &#8220;very important to his overall health and husbandry.&#8221;</p>
<p>That&#8217;s not the news many in the killer whale community wanted to hear. At the same time, such experts acknowledge that putting Tilikum in the wild is something that never has been done successfully long-term with a whale who has been held in such captivity.</p>
<p>Keiko, of &#8220;Free Willy&#8221; movie fame, was held in captivity for many years before taking off on his own from the Iceland coast. But Keiko never bonded with other orca &#8220;pods&#8221; his handlers thought might adopt the whale.</p>

<p>Those words have taken on unintended and ominous meaning after the death of veteran trainer Dawn Brancheau at the Orlando theme park. Brancheau, 40, was killed Wednesday at the close of the lunchtime show by the killer whale Tilikum in front of a horrified audience.</p>
<p>Now the company must reassure visitors the park and its sister locations in San Diego and San Antonio are still places where they can enjoy a family friendly day. Marketing and public relations experts say what the company does in coming days will be key to preserving its image.</p>
<p>Glenn Bunting, managing director for the Los Angeles-based crisis management firm Sitrick and Company said SeaWorld needs to respond promptly and proactively.</p>
<p>&#8220;They need to review every safety precaution,&#8221; he said. &#8220;They need to explain how it happened, why it happened and make sure it doesn&#8217;t happen again to reassure the public.&#8221;</p>
<p>The company stumbled during its first post-attack press conference. Orlando SeaWorld President Dan Brown did not immediately correct a sheriff&#8217;s spokesman who said Brancheau accidentally fell into the water, and Brown himself said only that she &#8220;drowned in an incident with one of our killer whales.&#8221;</p>
<p>SeaWorld acknowledged two hours later that Tilikum had grabbed Brancheau by her ponytail and yanked her into the water. The park then made its head animal trainer available to the media to explain and defend its methods of training and maintaining its whales.</p>
<p>Larry L. Smith, president of the Institute for Crisis Management, in Louisville, Ky., defended SeaWorld&#8217;s response.</p>
<p>&#8220;They&#8217;ve not overreacted. They&#8217;ve not gone into a stall. They&#8217;re not ducking the media,&#8221; he said. And, he said, they had the advantage that the attack occurred the same day the head of Toyota testified before Congress about his own company&#8217;s public relations crisis and broke down crying.</p>
<p>Smith said the attack could actually drive up attendance of at least one demographic &#8211; teens and young adults.</p>
<p>&#8220;It&#8217;s not going to draw families necessarily or older people who would typically visit there, but there is an age group that gets excited about the risks and the potential for drama and it may attract some of those folks,&#8221; he said.</p>
<p>Peter Yesawich, chairman of Ypartnership, an Orlando marketing firm that specializes in travel and entertainment, said SeaWorld enjoys a reputation as a family friendly and animal friendly company, which should help it recover from the crisis. In Florida, its veterinarians have been known to respond to cases of injured marine animals in the wild.</p>

<p>The tradesman said he wholeheartedly welcomed Thursday&#8217;s meeting of the two nations&#8217; foreign secretaries in New Delhi, the first formal talks between the nuclear-armed neighbors since Pakistani-based militants attacked the Indian city of Mumbai 15 months ago.</p>
<p>&#8220;We are very much pleased with such initiatives,&#8221; Qalander said. &#8220;Everything can be resolved at the table, not with fighting and conflict.&#8221;</p>
<p>But as someone in the economic trenches, he has few illusions. People who want to do business across the so-called Line of Control that divides Kashmir can do so only by barter, must work through government intermediaries and can ship using only small, uneconomical trucks. Qalander knows how much work it takes to bridge the gap, in trade or diplomacy.</p>
<p>&#8220;It takes enormous patience,&#8221; he said. &#8220;At times we think no sane person can do this, but we continue to do it. There&#8217;s just so little trust.&#8221;</p>
<p>Officials, analysts and ordinary people in Pakistan and India concur, saying they see little likelihood of a breakthrough when Pakistani Foreign Secretary Salman Bashir and his Indian counterpart, Nirupama Rao, sit down together. Still, talking is better than fighting, several said.</p>
<p>One problem is that both governments are going in with their guards up. &#8220;It&#8217;s quite unfortunate that the two sides have come down to the same mutually incompatible positions,&#8221; said Ishtiaq Ahmad, professor of international relations at Quaid-i-Azam University in Pakistan.</p>
<p>India wants to focus exclusively on counter-terrorism, with a spotlight on the links between Pakistan&#8217;s security agencies and such groups as the banned Lashkar-e-Taiba. That&#8217;s a non-starter for Pakistan.</p>
<p>&#8220;If they continue keeping in touch with terror groups in the interest of getting at India, there&#8217;s little hope for progress,&#8221; said K. Shankar Bajpai, a former Indian ambassador to Pakistan and now an analyst with the Delhi Policy Group. &#8220;They can&#8217;t keep hunting with the hounds and running with the hares.&#8221;</p>
<p>Pakistan wants discussions centered on Kashmir, the subject of two wars between the nations. That&#8217;s a non-starter for India.</p>
<p>Even if there was enough goodwill to move forward, it&#8217;s difficult to know whom in Pakistan to negotiate with. Pakistani President Asif Ali Zardari is on the political ropes, Prime Minister Yusaf Raza Gillani serves at the will of the president, and army chief Gen. Ashfaq Kayani is to retire this year.</p>
<p>&#8220;There are three centers of power &#8212; who do you talk with?&#8221; said Dipankar Banerjee, director of New Delhi&#8217;s Institute of Peace and Conflict Studies.</p>
<p>Meanwhile, India&#8217;s ruling Congress Party is vulnerable to public pressure in any normalization talks.</p>
<p>Nor was the mood on the eve of the talks helped by reports that Indian border guards were fired on Wednesday from the Pakistani side of Kashmir, resulting in the injury of one officer. Pakistan denied that its troops fired.</p>
<p>Authorities said a two-day battle that ended Wednesday between Indian security forces and suspected Islamic insurgents on the Indian side of Kashmir had killed three Indian soldiers and three militants.</p>
<p>Ordinary Indians and Pakistanis noted their own perceived hurdles to reconciliation.</p>
<p>&#8220;No one wants war or tension, and it&#8217;s good they&#8217;re meeting,&#8221; said Saleem A. Kashmiri, a school administrator in Lahore, Pakistan. &#8220;But we&#8217;d also like to see the common man&#8217;s interests addressed. Bigger even than terrorism is the water fight between the two countries. If we have no water, we have no crops.&#8221;</p>
<p>Others cited ways in which the border has disrupted their lives.</p>
<p>&#8220;I had a very good internship offer in [the Indian city of] Ahmedabad, but with the visa issue, I just couldn&#8217;t do it,&#8221; said Marvi Mazhar, who recently graduated from architecture school in Karachi, Pakistan.</p>
<p>The biggest problem is the politicians, said Saurabh Chaudhary, 26, New Delhi-based owner of a small-events management firm.</p>
<p>&#8220;At the people level everything is fine,&#8221; Chaudhary said. &#8220;But at the political level there will never be a solution. . . . So in a way, there is normalization, but we are still enemies.&#8221;</p>

			<content:encoded><![CDATA[<p>Prime Minister Benjamin Netanyahu is busy day and night, preparing Israel for a fateful confrontation with Iran. But his real problem may occur elsewhere. The territories are heating up, with the Palestinians escalating their protests against the settlements and the separation fence. The settlers, meanwhile, can smell Netanyahu&#8217;s weakness and are undermining the authority of the state.</p>
<p>Two events in recent days indicate the threat of an outburst: the protest in Bil&#8217;in, which Palestinian Prime Minister Salam Fayyad participated in, where some of the 1,000 demonstrators tore apart a short portion of the fence; and the invasion of dozens of right-wing activists into the ancient synagogue of Na&#8217;aran, saying &#8220;we will return to Jericho and Nablus.&#8221; In both incidents, the violence was limited and no one was injured. But the struggle over the West Bank has transitioned to a new stage.</p>
<p>Fayyad, the former darling of official Israel, is proving to be Netanyahu&#8217;s most problematic rival. The one-time economist and technocrat has gradually become a politician &#8211; enjoying exposure, kissing children, stepping up to the head of the &#8220;White Intifada,&#8221; as dubbed by researchers Shaul Mishal and Doron Matza in their article in Haaretz this week. On Monday, the Palestinian government adopted a plan of action for &#8220;non-violent opposition&#8221; to the settlements and the fence.<br />

Fayyad&#8217;s White Intifada is different from its predecessors. It has a clear political goal: Declaring a Palestinian state within the 1967 borders by the summer of 2011. By then, Fayyad will have completed the building of national institutions and will work on gaining international recognition through a diplomatic pincer movement on Netanyahu. He is receiving enthusiastic approval from the U.S. administration as a successful manager. Some 2,600 Palestinian policemen have already graduated from the training course run by U.S. General Keith Dayton in Jordan and are back in the territories, expecting to serve an independent state, not as subordinate agents of an Israeli occupation. The foreign ministers of France and Spain, in a joint article published yesterday in Le Monde, called to expedite the establishment of a Palestinian state and complete its recognition by October 2011.</p>
<p>The protests against the fence and the settlements, as seen through the lens of the international media, have a strong impact and present Israel with a dilemma. Its initial response was &#8220;to strike at the enemy in his home base&#8221;: a wave of arrests of those who organized protests at Bil&#8217;in and Na&#8217;alin, and IDF raids in Ramallah to arrest members of the International Solidarity Movement. Israeli security officials explained to their foreign counterparts how these parties &#8220;present Israel with an existential threat.&#8221; But these actions failed. The Palestinians were not deterred and continued to demonstrate, knowing Israel would not dare harm Fayyad and his people.</p>
<p>Netanyahu&#8217;s next step will be a major public relations campaign against &#8220;incitement in the Palestinian Authority.&#8221; But Fayyad is prepared for this: He holds a report from the U.S. administration giving him high marks on ridding Palestinian school books of anti-Israeli propaganda.</p>
<p>The prime minister&#8217;s position is also worsening vis-a-vis the settlers, as the temporary settlement freeze approaches its planned end in September. Will he go back to building at full speed, as promised, and risk creating a rift with U.S. President Barack Obama? Or will he continue with the freeze and risk a settler intifada? Washington is concerned Israel could lose its control over the extremists in the settlements, and of a possible internal rift in the Israel Defense Forces, whose religious soldiers and officers may refuse to obey orders to evacuate or raze settlements.</p>
<p>Governments of the &#8220;world&#8221; are losing their limited patience with Netanyahu and his government, as the criticism in Europe for the &#8220;murder&#8221; of senior Hamas figure Mahmoud al-Mabhouh &#8211; even from the likes of a friend of Israel like Nicolas Sarkozy &#8211; has shown. The diplomatic process remains stuck, and the &#8220;economic peace&#8221; is exhausted. The Red Cross reported last week that the lives of Palestinians have not improved, and that &#8220;it is nearly impossible to have a normal life in the West Bank.&#8221;</p>
<p>Netanyahu is in dire straits. His box of tricks is running out. The Palestinians and settlers are exploiting his weakness. The world does not believe him and questions his control on the ground. Unless he surprises everyone with a daring initiative that will restore control to his agenda, the prime minister will be facing a double intifada from Fayyad and the settler hilltop youth.</p>

			<content:encoded><![CDATA[<p>Reporting from Jerusalem &#8211; When Israeli Foreign Minister Avigdor Lieberman faced questions Monday from European diplomats over Israel&#8217;s suspected role in the Dubai assassination of a Hamas militant, he responded with familiar indignation: Why is Israel always the first to be blamed, he asked.</p>
<p>Perhaps no other country&#8217;s use of assassinations has been more scrutinized, condemned and celebrated than that of Israel. The policy is not likely to change, analysts and diplomats say, because such killings, from Israel&#8217;s point of view, have proved effective in fighting a nonconventional enemy. And despite legal questions and international backlash, Israel has usually emerged unscathed.</p>
<p>Confronting a hostile region, Israel sees targeted killings as an essential tool in decapitating militant groups or putting them on the defensive, experts say.</p>
<p>&#8220;They seem to be extremely focused on this kind of tactic,&#8221; said Aaron David Miller, former U.S. negotiator in the Middle East and now scholar at the Woodrow Wilson International Center for Scholars in Washington.</p>
<p>&#8220;This is the price of living in the neighborhood,&#8221; he added. &#8220;It&#8217;s a symptom of the ongoing confrontation and their perceptions about the long war. Both sides perceive that acting, even with the negative consequences to image and public diplomacy, is still effective and it&#8217;s going to continue.&#8221;</p>
<p>Israel is certainly not the only nation to engage in targeted killings. Despite presidential orders to restrict political assassinations, the U.S. has killed terrorism suspects in Yemen, Pakistan and Somalia, usually with airstrikes. European spy agencies have also been accused of assassinations.</p>
<p>In 2001, the Popular Front for the Liberation of Palestine killed Israel&#8217;s tourism minister at a Jerusalem hotel. Two months earlier, Israel had assassinated the group&#8217;s leader.</p>
<p>Israel has been relatively open and public in defending its use of targeted killings. In 2006, the Israeli Supreme Court ruled the practice justified in some instances under international law. In addition, countless books and movies have mythologized the Israeli spy agency Mossad&#8217;s knack for revenge.</p>
<p>But when such activities occur on foreign soil, and evidence emerges implicating Israeli agents, the nation has found itself under fire.</p>
<p>After the exposure of a 1997 attempt to poison Hamas leader Khaled Meshaal in Jordan, Israel was not only pressured by the Jordanian king to deliver an antidote, it also agreed to release another imprisoned Hamas leader as part of the apology.</p>
<p>But Israel had the last word, one might say. The released man, Sheik Ahmed Yassin, was assassinated in an Israeli airstrike seven years later.</p>
<p>In the Dubai killing, Israel has refused to confirm or deny its role, though Dubai authorities say they&#8217;ve collected evidence implicating the Mossad.</p>
<p>Israel resorts to assassination, analysts say, because its superiority in military might only goes so far in defeating underground cells of militants.</p>
<p>Such limits were apparent in the perceived failure of the 2006 war with Lebanon and the mixed results of the Israeli military&#8217;s offensive in the Gaza Strip a year ago.</p>
<p>&#8220;Targeted killings is a tool that is sometimes necessary,&#8221; said Yoram Schweitzer, senior fellow at Israel&#8217;s Institute for National Security Studies. &#8220;It&#8217;s a very delicate instrument, but as long as it is not used that often, it works.&#8221;</p>
<p>He said the Mossad&#8217;s reported 1978 assassination of Palestinian militant Wadie Haddad, who was said to have been poisoned by a box of tainted chocolates, led to the collapse of Haddad&#8217;s terrorist cell.</p>
<p>Critics, however, question the legality of Israel&#8217;s use of targeted killings and say the violence only leads to retaliation.</p>
<p>Though international attention usually focuses on attacks taking place on foreign soil, Israel&#8217;s military has killed several hundred suspected militants in Gaza since 2000, according to the Jerusalem-basedhuman rights group B&#8217;Tselem. The group says the killings are at best a moral and legal gray area and at worst extrajudicial executions.</p>
<p>&#8220;The biggest problem is it&#8217;s completely nontransparent,&#8221; said B&#8217;Tselem Executive Director Jessica Montell. &#8220;They are killing people and saying [the person] was a senior operative. But we don&#8217;t know, because nobody has access to that information.&#8221;</p>
<p>Israeli commentator Guy Bechor says the hoopla over Israel&#8217;s role in the Dubai assassination has actually helped Israel by striking fear in enemies about a &#8220;crazy&#8221; aggressive nation that should not be messed with.</p>
<p>Senior Hamas figure Mahmoud Mabhouh was killed in his Dubai hotel room in January by assassins whose pre- slaying moves were captured on a security video. Eleven people using fake European passports allegedly entered Dubai to carry out the killing of Mabhouh, who has been accused of smuggling arms from Iran and of involvement in the capture and killing of two Israeli soldiers in the 1980s.</p>
<p>Many here expect that despite the diplomatic protests from Britain, Ireland, France and Germany, whose passports were forged for use by the assailants, international outrage will fade &#8212; though the mesmerizing security camera video of the operation lives on.</p>

<p>Senior aides to President Obama said the document will propose changes to the health-care legislation that passed in the Senate late last year, including lower taxes on expensive insurance plans and higher subsidies for working families to get health coverage. The changes could add up to $200 billion to the Senate bill&#8217;s $871 billion price tag.</p>
<p>But the online materials will not address a controversial question &#8212; whether Democratic leaders would use a parliamentary procedure known as &#8220;reconciliation&#8221; to try to pass health-care changes without the usual 60 votes in the Senate, officials said.</p>
<p>&#8220;This proposal aims to be a starting point for the conversation on Thursday,&#8221; said a senior White House aide who requested anonymity because the document was not public yet. &#8220;We are going in with an open mind. It will not be very detailed. We are not dealing with process now, just substance.&#8221;</p>
<p>Republicans have accused the president of using Thursday&#8217;s summit as political theater, and they had raised the prospect of not attending. But the Senate&#8217;s top Republican promised Sunday that he and his members are &#8220;ready to participate,&#8221; while accusing the Democrats of being &#8220;arrogant.&#8221;</p>
<p>&#8220;You know, they are saying, &#8216;Ignore the wishes of the American people. We know more about this than you do. And we&#8217;re going to jam it down your throats no matter what,&#8217; &#8221; Senate Minority Leader Mitch McConnell (R-Ky.) said on &#8220;Fox News Sunday.&#8221;</p>
<p>White House communications director Dan Pfeiffer said in response that &#8220;the upcoming meeting is an opportunity to get beyond oft-repeated and completely false talking points like these.&#8221;</p>
<p>McConnell dismissed the idea of a GOP boycott of the summit, saying that &#8220;we&#8217;re discussing the &#8212; sort of the makeup of the room and that sort of thing, but yeah, I intend to be there and my members will be there and ready to participate.&#8221;</p>
<p>McConnell said, however, that his party will continue to oppose Democrats if they try to use reconciliation.</p>
<p>&#8220;We believe that we think a better way to go is to, step by step, move in the direction of dealing with the cost issue, targeting things like junk lawsuits against doctors and hospitals, interstate insurance competition, small-association health plans,&#8221; he added.</p>
<p>Health care dominated discussions at the National Governors Association for a second day Sunday. Four leaders of the organization issued a plea to Obama and Congress for states to have a greater voice in the deliberations over health care. But they had no plan to offer, nor did they ask to be included Thursday.</p>
<p>A White House official noted that Obama is meeting with the governors for an hour on Monday.</p>

<p>About 40 plant employees stopped in at Page Hall at Connecticut Valley Hospital throughout the afternoon, according to hospital officials, where psychologists were available to provide stress management. Hospital personnel offered food, beverages and follow-up care.</p>
<p>Some of the employees who stopped in had minor injuries, said Paul Derdeyn, director of fiscal services and plant operations for Connecticut Valley Hospital. Ambulances were parked outside the building and emergency personnel carried supplies inside.</p>
<p>&#8220;It&#8217;s a place for [the workers] to get something to eat,&#8221; Derdeyn said.</p>
<p>Volunteers for the Middlesex Central Connecticut chapter of the American Red Cross were stationed at town hall on Dekoven Drive. They fielded phone calls from scores of concerned family members from across the country who had heard news of the explosion.</p>
<p>Heather Tolley, a communications volunteer for the Red Cross, said at least six family members also had stopped in at town hall Sunday. Volunteers provided them with phone numbers for area hospitals and command centers where they could get more information.<br />

			<content:encoded><![CDATA[<p>Clinton, named by the United Nations to coordinate relief efforts for survivors of the devastating January 12 quake, made the appeal during a visit to the shattered Haitian capital, Port-au-Prince, his second since last month&#8217;s disaster.</p>
<p>The accused U.S. missionaries, most of whom belong to an Idaho-based Baptist church, were arrested a week ago and charged on Thursday with child kidnapping and criminal association.</p>
<p>Haitian authorities say the group tried to take a busload of 33 Haitian children across the border into the Dominican Republic without any papers proving the minors were orphans or any official permission to take them out of the country.</p>
<p>The missionaries deny any intentional wrongdoing and say they were only trying to help children left destitute by the January 12 earthquake, which killed more than 200,000 people, injured some 300,000 and left over a million more homeless.</p>
<p>The Americans&#8217; case is diplomatically sensitive and aid groups complain it has distracted media and world attention away from the struggle to feed and shelter hundreds of thousands of Haitians camped out in wrecked streets.</p>
<p>&#8220;What&#8217;s important now is for the government of Haiti and the government of the United States to get together and work through this,&#8221; Clinton told CNN in Port-au-Prince.</p>
<p>He said he understood the Haitian government&#8217;s efforts to try to protect its children from possible child traffickers and unlawful adoptions following the catastrophic quake.</p>
<p>But he also said the missionaries could be telling the truth when they argued they simply wanted to help the children and did not mean to violate any laws. Evidence has emerged that many of the intercepted children were not orphans but were given up by parents who wanted them to have a better life.</p>
<p>&#8220;The government of Haiti &#8230; (is) not looking for some big fight here. They just want to protect their children and they also want to make sure they have a good inventory so they don&#8217;t send children away that maybe have an aunt or an uncle that have an income,&#8221; Clinton said.</p>
<p>&#8220;I think they&#8217;ll find a way to defuse the crisis and work through this,&#8221; he added, but he said the case was not his direct responsibility.</p>
<p>The missionaries, five men and five women, were questioned individually on Friday by investigating judge Bernard Sainvil at the offices of the prosecutor in the city.</p>
<p>Officials said the judge would continue his investigation next Monday and Tuesday, before making a decision on whether to release the 10 or proceed with the case against them.</p>
<p>WASHINGTON MONITORING, NOT INTERFERING</p>
<p>The missionaries&#8217; lawyer, Edwin Coq, said he had requested the 10 be released provisionally pending the further hearings, but no decision was immediately taken on that.</p>
<p>Coq said the Americans, who had been held at police headquarters up to now, were taken after the questioning on Friday to established prisons &#8212; the women to a women&#8217;s prison in the Petionville suburb and the men to the quake-damaged central prison in the capital.</p>
<p>The U.S. government, which is spearheading the big relief operation in Haiti, has said it is providing the Americans with consular access and monitoring their case, but it has made clear it does not want to interfere.</p>
<p>&#8220;Obviously this is a matter for the Haitian judicial system,&#8221; Secretary of State Hillary Clinton, who is Bill Clinton&#8217;s wife, told reporters in Washington.</p>
<p>Haitian President Rene Preval&#8217;s crippled administration, which has been accused by many of its citizens of failing to do enough to help quake survivors, has defended its decision to detain and charge the Americans.</p>
<p>&#8220;It is true the country has been brought to its knees by the earthquake, but we still have laws. &#8230; In any case, whoever violates the law has to be sanctioned, whether the violator is a U.S. or European citizen, or someone else,&#8221; Justice Minister Paul Denis told Reuters.</p>
<p>The detained Americans were still hoping on Friday they would eventually be released. &#8220;We pray to God for the outcome,&#8221; said the group&#8217;s leader, Laura Silsby.</p>
<p>Another member of the group, which called itself the New Life Children&#8217;s Refuge and planned to build an orphanage in the Dominican Republic for the Haitian children, said it was &#8220;unfortunate&#8221; that world attention was focusing on their case and not the plight of Haiti&#8217;s earthquake victims.</p>
<p>&#8220;I think the most important thing is to continue to put the focus on the people, the kids who are suffering, because they need help. That&#8217;s the reason why we were here in the first place, to help,&#8221; Silas Daniel Thompson, 19, told Reuters while he was being taken to see the investigating judge.</p>
<p>Haiti&#8217;s government has tightened adoption procedures since the quake, saying it feared unscrupulous traffickers could try to take advantage of the disaster by spiriting away vulnerable children. Officials said they already had reports of trafficking of minors, and even of human organs.</p>
